it is a start be doing this on the river wye for 20 years plus does not seemed to have made much difference

Given the enormity of the problem facing Welsh rivers, the amount of money offered for this "new" initiative is utterly inadeqquate. Especially after subtracting the management and overhead charges of all the organisatiions involved in its, erm, management.
